In El Haouaria, what sells first is land. The delegation occupies the northern tip of Cap Bon, between the Sidi Daoud sea on the Gulf of Tunis side and the beaches of the east coast, with the jebel in the middle and farmland all around. Listings of land for sale in El Haouaria are by far the most numerous in the area on Houni: farm parcels of several hectares sold by heirs, building plots in the village extensions, farms with a well and outbuildings towards Bou Krim or Saheb El Jebel.
Advertisers are mostly private sellers, with a few agencies from Kélibia and Nabeul. Each listing gives the area, the type of soil and, when the seller knows it, the status of the title; you contact them directly from the page. To compare with Kélibia, Menzel Temime or Korba, all the land and farms for sale in Nabeul governorate fit on a single page.
The village of El Haouaria, split in listings between El Haouaria Nord and El Haouaria Sud, concentrates the building plots: parcels of 200 to 500 m² in the village extensions, in an approved estate or carved out of family land, with water and electricity at the edge. This is what village families and the children of emigrants wanting to build a summer house look for. Between the village and the mountain, the Saheb El Jebel Nord sector mixes small farms, olive trees and sloping parcels looking out to sea.
To the west, Zaouiet El Mgaiez (also spelt Zaouiet El Megaiez) and Sidi Daoud face the Gulf of Tunis. Seafront land in El Haouaria, strictly speaking, is found mainly on this side and along the big El Haouaria beach: it goes fast, often to buyers from Tunis who want a holiday home facing Zembra. Inland, Bou Krim and the farming plain offer land in the farmer's sense of the word: market gardening, cereals, grazing, a few orchards. Agricultural land for sale in El Haouaria away from the coast sells for a fraction of the price per buildable square metre by the beach, and that gap is what drives the whole local market.
Before talking price, ask what the land is allowed to become. A parcel zoned agricultural does not become buildable because it borders a road or a villa: rezoning goes through a lengthy procedure, and many buildings put up on farmland around the beaches still have no permit. In the village, the urban development plan decides; ask the seller whether the plot is inside the boundary and what type of building is allowed.
On the coast, the setback from the maritime public domain applies and the coastal agency has a say in any project near the sea. Sea view land in El Haouaria sold as "buildable" without a subdivision permit or planning certificate deserves a check at the town hall before any deposit. And if you are a foreigner, be aware that farmland cannot be sold to you, and that a building plot requires the governor's authorisation.
A farm for sale in El Haouaria is described by its water before its size. The area is windy and summers are dry: an equipped well, an authorised borehole or a storage basin is worth more than a few extra hectares. Ask about the flow, the depth, the borehole permit, and whether agricultural electricity is connected. Look at access too: some parcels in Bou Krim or Saheb El Jebel can only be reached by a dirt track, difficult after the winter rains.
Farms with a building, a shed and fencing interest two profiles: the local farmer expanding, and the city dweller dreaming of a country guesthouse two hours' drive from Tunis. They do not look at the same things. The first wants the land and the water, the second the trees, the view and an existing building he can regularise. Anyone who prefers a property already built will find the houses for sale in El Haouaria on a neighbouring page.
Most land in the delegation is family property, and the sale is often decided among several heirs. Ask for the land title or, failing that, the deed of ownership and the land registry extract; jointly owned land can only be validly sold with everyone's signature or after partition. Land for sale on Cap Bon "with a blue title" costs more than land on a simple deed, and banks generally only finance the former.
Listings come out all year, but decisions are made in summer, when emigrants return and the family gets together. A local buyer is better off visiting between October and April: land is judged after the rain, and so are the tracks, and sellers who did not close in August come back with more reasonable prices. When the plan is to build a year-round home, also compare the property for sale in El Haouaria, sometimes cheaper than a plot plus construction.
