El Mnihla is a delegation that is almost entirely built up. Between Ettadhamen, Cité Ennasr and the still-agricultural land of northern Ariana, the ground was subdivided and built on within a few decades, often faster than the development plans foresaw. A plot for sale in El Mnihla is therefore rarely a large parcel: mostly lots of 100 to 250 m² within the existing fabric, back plots split off by an owner, and, on the edges of the delegation, a few larger plots that do not yet have a clear buildable zoning.
On Houni, land for sale listings in Mnihla are posted by the owners themselves and by a few local intermediaries; the stock hovers around a handful of listings, which is already more than for houses for sale in the same delegation. Buyers are local families who want to build for two or three generations, emigrants preparing their return and small developers putting up three or four floors to sell as apartments. To compare with Raoued, Kalaât El Andalous or Sidi Thabet, where plots are larger, the page of all the land and farms for sale in Ariana governorate covers the whole governorate.
Small plots in the dense fabric: El Mnihla and Errafaha
In central El Mnihla and Errafaha, bare land is an exception. What sells is plots from a family division, a garage with its yard that can be demolished, or a build stopped at ground-floor level, sold "as land" with its foundations. The area is around 100 to 150 m², street frontage is often 8 to 10 metres, and the future building will be terraced on both sides. The appeal for a buyer is having water, electricity and sewerage at the edge of the plot; the constraint is the building envelope, generally limited to ground plus two or three floors by neighbourhood custom and the neighbours.
The price per square metre stays well below that of Cité Ennasr, a few hundred metres to the east, but it has risen under the pressure of demand, and a well-placed plot on a shopping street sells for more per square metre than a back plot without frontage.
El Bassatine and the edges: larger plots, status to check
Towards El Bassatine and on the fringes of the delegation, plots get wider: 300, 500 m², sometimes more, on former cropland. That is where you find listings mentioning "agricultural land" or a "farm", even if the word farm is generous for what remains of orchards between two estates. These plots attract those who want to build a house with a real garden, or to buy while waiting for the area to become buildable.
That is precisely the point to check first: the land's zoning in the municipality's urban development plan. Land in an agricultural zone cannot get a building permit, whatever the seller says, and a building put up regardless remains exposed. Ask the municipality for a certificate or enquire at its technical department before paying a deposit. Also check water access: plots far from serviced roads depend on a well or an extension of the SONEDE (water utility) network at the buyer's expense, which can cost more than the land itself.
Land title, approved subdivision, joint ownership
In El Mnihla, a good share of older land has no individual title: plots were sold by private agreements, then divided between heirs. Land with a land title, known as a "titre bleu" (blue title deed), sells and gets financed without difficulty; a plot split off from an unregistered parent parcel requires a regularisation procedure, and the bank will not lend until it is complete. Ask from the first call: "title or deed?", then "approved subdivision or not?". A plot from an unapproved subdivision gives no right to a permit, even with the networks in place.
If the land is jointly owned, insist that all co-heirs sign the sale agreement, or that one holds a proper power of attorney. Disputes of this kind are the leading cause of blocked sales in Ariana's working-class neighbourhoods.
Build or buy something already built?
Many buyers looking for land end up comparing with an existing house to extend: in El Mnihla, a house with a slab ready for an upper floor sometimes costs barely more than a bare plot, and it earns rent in the meantime. The houses for sale in El Mnihla and, across all categories, the property for sale in El Mnihla let you do that sum with current asking prices.
