Borj Touil, also written Bourj Ettouil, belongs to the rural part of the Raoued delegation. Here you are no longer among the tightly packed estates of Jaafer: houses are scattered, plots are often measured in thousands of square metres, and you still come across cereal fields, market gardens and rows of olive trees without going far from Tunis.
The listings for land for sale in Borj Touil published here come mostly from owners, often farming families or their heirs, and a few local intermediaries. You deal with them directly. To compare with the building plots in the rest of the delegation, the page of land and farms for sale in Raoued covers the whole area.
What is sold in Borj Touil
Three types of property come up. First, bare agricultural land, from half a hectare to a few hectares, bought to be farmed or leased to a grower. Then the small farm: land with a well, a shed or a stable, sometimes an old house to renovate. Finally, on the edge of already built-up areas, a few smaller plots sold as future building lots, whose status must be checked closely.
The buyers are not those of Jaafer. You see farmers enlarging their holdings, investors betting on the slow spread of Ariana's urbanisation, and Tunis families who want an orchard, a vegetable garden or a quiet place for the weekend. Prices per square metre are much lower than on the delegation's housing estates, but the area quickly pushes the total up. Supply online is thin and varies from week to week: a good plot is often sold through connections before it is even listed.
Land use: the question that sets the price
Agricultural land is not building land, even if a house already stands on the neighbouring plot. In Borj Touil, the vast majority of land is zoned for agriculture, and changing its designation involves a long administrative procedure, rarely granted for good farmland. Before paying a price that assumes future construction, ask for a land use certificate from the municipality or the agriculture administration, and read it yourself.
The old house on a farm deserves the same caution. Check that it appears on the title or was authorised: extending or rebuilding an undeclared building in an agricultural zone may meet with a refusal.
Water, access and land title
Water makes the value of a farm plot. Ask whether the well is authorised, its depth, its flow at the end of summer and the water quality: in the low-lying land of Raoued, the water table can be salty. Also find out about a possible connection to an irrigation network and the cost of an electricity connection if the plot has none.
Access counts almost as much. A track used for years is not necessarily a public road; if the plot is landlocked, the right of way must be settled at the notary's. Visit after an autumn rain to spot the areas that hold water.
Finally, the title. An up-to-date land title at the land registry remains the only safe basis, and much of the land in the area is held in joint ownership among heirs: you need the written consent of all of them. If you are looking more widely than Raoued, the land and farms for sale in Ariana governorate include Sidi Thabet and Kalaat El Andalous.
