In Kasserine governorate, people rarely buy a house on impulse. Most properties that change hands were built by a family over several years, one slab after another, and are sold because of an inheritance, a move to Tunis or abroad, or a bigger project. Buying and selling here remains a business between local people: neighbourhood houses, houses with an upper floor, buildings still to be finished, and very rarely new properties delivered ready to move in.
On Houni, each house for sale in Kasserine is offered by its owner or by an agency in the main town, which you contact without a middleman. The number of properties changes from week to week, with more supply in Kasserine town than in Thala or Foussana. This page covers the whole governorate and is mainly there to help you decide where to focus your visits, before going into the detail of a delegation.
The main town: three delegations, three markets
Kasserine town is split between three delegations, and the listings reflect it. Kasserine Nord groups residential neighbourhoods such as El Khadhra or Ennour Est, with laid-out streets and town houses on medium-sized plots. This is where a finished house, with a garage and an upper floor, fetches the highest price, and the houses for sale in Kasserine Nord give the detail neighbourhood by neighbourhood.
Ezzouhour is the town's large cluster of working-class housing estates, dense and heavily populated. Houses there are terraced, often raised by one floor, and prices are lower than in the north: this is where a cheap house for sale in Kasserine is easiest to find, provided you budget for the work. The houses for sale in Ezzouhour describe the differences from one estate to the next.
Kasserine Sud mixes neighbourhoods close to the centre with a more rural fringe, towards Bouzguam or Meghdoudech, where the house sometimes comes with a plot and a few olive trees. The square metre costs less there, but school, market and hospital are further away, and a car becomes almost essential.
Sbeitla, Thala, Foussana: beyond the main town
Sbeitla, the governorate's second town, follows its own logic. A crossroads towards Sidi Bouzid and Kairouan, it draws traders and civil servants, and many houses for sale there have a shop on the ground floor along the busy roads. In the centre, prices sometimes match those of the main town; they drop as soon as you move out towards the expanding neighbourhoods.
Thala is another world: the highest town in the country, long winters, stone houses in the old centre and larger plots towards Thala Ouest. You buy for less than in Kasserine, as long as you accept the cold, and the houses for sale in Thala explain what thick walls and south-facing rooms are worth.
In Foussana, as in the rural delegations of Sbiba or Feriana, the house is often sold with the land: a low dwelling in the middle of the fields, a shed, sometimes a well. These properties are as much a farm as a home, and the land and farms for sale in Kasserine governorate show more of them.
Finished house or house to complete
The same street can line up a finished, lived-in house, a house with a completed ground floor and a bare upper floor, and a shell left unfinished for several winters. The price follows, but not always in the right proportion. An unfinished building looks cheap until you have costed the joinery, the plaster, the wiring and the waterproofing. Bring in a builder or an engineer before making an offer, especially if the slab has been left exposed to rain and frost.
A villa for sale in Kasserine, in the sense of a large detached house on its own land, with an upper floor and careful finishes, is found mostly in the north of the main town and in some neighbourhoods of Sbeitla. It is often put up for sale by an emigrant who will not come back to live, and its buyer is a trader or a family returning home. At this budget, compare it with the cost of building on a bare plot: the gap is not always the one you imagine.
Papers before price
Three documents make the real value of a house: the land title or the chain of deeds proving ownership, the building permit, including for any floor added later, and the written consent of every heir when the house belongs to a family. Without a title, the sale is still possible, but no bank will finance the purchase and resale will be slow. In estates built in a hurry, also ask about the sewer connection and the most recent municipal tax receipt.
Timing matters too. Decisions are often made in summer, when scattered families get together, and a seller who has not closed by September listens more readily to an offer in winter. Winter is also the best season to visit, since damp and cracks show after rain. Have the deed drawn up by a notary or a lawyer, and pay no deposit without a written promise of sale.
