Two searches keep coming up for Manouba: land for sale to build on, and farmland for sale in the governorate. They do not lead to the same place. The delegation of Manouba is now almost entirely built up, and the building plots still sold there are isolated parcels, left over from a division between heirs or from the demolition of an old house. Farmland, for its part, lies mostly further west, towards Tebourba, El Battan, Borj El Amri or Mornaguia.
The listings on this page cover both, posted by owners, heirs and a few agencies. Supply in the delegation itself varies from week to week; for farms and large areas, the page of land and farms for sale in Manouba governorate is often better stocked.
A building plot in town: scarce and expensive
In Denden, in the centre and in Ksar Saïd, a building plot usually comes as a parcel of 150 to 400 m² between two houses, with the utilities running alongside. It goes fast, often to a neighbour who wants to extend or to a small developer who puts up a three or four storey building. The price depends first on what you are allowed to build there.
Before negotiating, ask the municipality for an extract of the urban development plan: zone, permitted height, plot ratio, setbacks. A plot sold as "buildable" may only allow a ground floor and one upper floor, which completely changes its appeal for a developer. Also check that no road widening line eats into the frontage.
The connections count as much as the area. A plot on a tarmac street, with SONEDE water, STEG electricity and ONAS sewerage already laid, can be built on within the year. A plot served by a dirt track, with no network nearby, means paperwork and connection fees that can delay the build by several months. Ask the seller for the meter numbers of the neighbouring houses: it is a good clue to what actually runs down the street.
Inherited land and the question of title
A good share of the land in Manouba comes from old gardens and orchards divided between heirs over the generations. The result shows in the listings: land held in joint ownership, old titles never updated, parcels divided on the ground but not on paper. These properties do sell, but slowly and for less.
Insist on an up-to-date land title with the plot plan, or failing that the registered deed of division, and have the boundaries marked by a surveyor before paying any deposit. If several heirs are owners, all of them must sign, including those living abroad. A right of way or access by an unclassified track is settled in writing, not on a neighbour's word.
Farmland and farms: look west
Manouba is a farming governorate, crossed further west by the Medjerda, with cereals, orchards and market gardening. A farm sells by the hectare, and its value rests first on water: an authorised well or borehole, its flow rate, access to an irrigated area. Ask for the borehole authorisation papers and the latest electricity bills for the pump, and visit in summer, when the flow drops.
Farmland does not become buildable on a simple request: changing its designated use goes through a long administrative procedure that is rarely granted. Those who buy an agricultural plot on the edge of town hoping to subdivide it are taking a risky bet.
Compare with built property
Building is not always cheaper than buying a finished home. The price of a plot plus construction costs, fees and the time on site sometimes exceeds that of an existing house. The houses for sale in Manouba give that point of comparison, and all the property for sale in Manouba shows what a new developer build is worth on comparable plots.
