Bare land has become rare in Boumhel. The municipality was built on former orchards, lot after lot, and what remains today is mostly isolated plots between two houses, garden ends split off from a villa and, on the edges, a few parcels whose land use has not yet changed. Anyone looking for land for sale in Bou Mhel El Bassatine should therefore expect few listings, almost always posted by private sellers.

Despite the "land and farms" heading, do not hope for a large farm in the delegation: people buy a plot here to build their house. For a farm or an olive grove, the comparison is made across all the land for sale in Ben Arous governorate, where the neighbouring delegation of Mornag, with its vineyards and olive trees, keeps an agricultural character.

Plot in the built-up fabric or parcel on the edge

A plot within the existing fabric is the simplest: tarmac road, utilities a few metres away, neighbours already built who show what the rules allow. It costs more per square metre, but you can file for a permit quickly. It is the land targeted by families in the southern suburbs who want to build to their own taste rather than buy a house to take over.

A parcel on the edge of the municipality is larger and cheaper, but that is where nasty surprises hide: land still zoned agricultural, access by a dirt track, utilities to be run over several dozen metres. Land for sale in Boumhel listed at a price far below the neighbouring plots always warrants finding out why.

Price: the land makes the value of the house

In this part of the southern suburbs, the price of a well-placed building plot runs to hundreds of dinars per square metre, and a medium-sized plot often accounts for most of the budget of a future house. The gaps are large depending on access, the shape of the parcel and the status of the title. To check whether buying land and building costs less than a house already built, the houses for sale in Boumhel give a direct point of comparison.

Four checks before paying a deposit

Land use first: consult the urban development plan at the municipality and have it confirmed that the parcel is in a building zone, with the permitted plot ratio and height. Agricultural land does not become buildable because the neighbours have built.

The title next. Titled land in the seller's name sells before a notary without difficulty. Land sold by a simple private deed, or split off from a larger parcel without an official subdivision, exposes the buyer to years of paperwork. Also check there is no undivided ownership: garden ends sold by a single heir are a classic source of disputes.

Utilities last. Ask how far away SONEDE water, STEG electricity and the sewer are, and what the connection will cost. In low-lying areas, look at the land after heavy rain: drainage determines the height of the ground floor and so the cost of the structural work.

Then there is access: an unwritten right of way, tolerated by a neighbour, can vanish the day that neighbour sells. Have it registered.

If nothing fits

With land supply so thin, many buyers end up taking over an old house to demolish or extend it. The page of property for sale in Bou Mhel El Bassatine lists these properties, sometimes sold mainly for the value of their land. A small old house on a well-placed plot, with a clean title and utilities in place, sometimes costs less than a bare parcel on the edge that would need servicing. Work out the cost of demolition and the new permit before comparing, and have an engineer inspect it if you plan to keep the foundations to build upwards.
