Twenty years ago, buying a flat in Kélibia made little sense: you bought a plot and built. Since then, regional developers have put up small residences of three to five storeys between the centre and El Mansourah beach, and the flat has become the simplest way in for anyone who wants a foothold in Cap Bon without running a building site. Buyers are mainly families from Greater Tunis, Tunisians settled in France, Italy or Germany, and retired locals leaving a house that has grown too big.
There is plenty on offer: several pages of listings, between new projects sold by the developers themselves and resales by private owners. Each listing gives the advertiser's direct contact, and you deal with them. To compare with Nabeul, Korba or Hammamet, see all the apartments for sale in Nabeul governorate.
Buying with a payment plan
The search that comes up most, often typed in Arabic, is for a flat for sale in Kélibia "par facilité": a purchase paid to the developer in several instalments, without going entirely through the bank. The arrangement is common for off-plan projects. The buyer pays a deposit on reservation, then instalments tied to building progress or spread over a few years, with the balance sometimes covered by a bank loan on handover.
Before signing, read three things in the contract: the payment schedule and what happens if the works fall behind, the handover date with any penalties, and the developer's commitment to deliver an individual land title for each flat. Check also that the building permit really covers the number of floors advertised: a storey added without permission can hold up the splitting of the title for years. A visit to a notary or lawyer in Kélibia or Nabeul costs little compared with the sum at stake.
El Mansourah, the port, the centre: three kinds of flat
On the Kélibia Est side, between the port and El Mansourah, are the holiday residences. A flat for sale in Kélibia Mansourah is aimed at buyers who want the beach on foot, a sea view from the balcony and the option of letting in July and August. S+2 flats dominate, with parking and sometimes a small shared pool in the latest projects. Prices here are the highest in the delegation, often between 200,000 and 350,000 DT for an S+2 depending on the floor, the view and how far along the build is.
The centre, near the market and government offices, offers older flats in buildings without a lift, above shops. They suit buyers who want to live in Kélibia all year, or investors aiming at yearly lets to teachers and civil servants. Kélibia Ouest, finally, is seeing quieter residences appear, away from the summer bustle, where an S+3 is still affordable for a local family.
Holiday home or rental investment?
Many buyers run the numbers: the flat will be used for a month in summer and let the rest of the time. It can work, but off-season rental demand is modest in Kélibia, and a beach flat standing empty from November to March is common. Those after a steady return tend to buy in the town centre. For an idea of what holiday letting brings in, the apartments to rent in Kélibia show the going rates.
Think about building management too. In small residences it is often handled informally by one of the co-owners or by the developer, and the costs of cleaning, lighting the shared areas and maintaining the pool are unevenly split. Ask the seller what he pays a year and who keeps the accounts. A front exposed to sea spray ages quickly: look at the state of the balconies and window frames, and ask when the outside was last painted.
For anyone still torn between a flat and a house with a courtyard or garden, the page of property for sale in Kélibia puts both on the same list.
