Kairouan is a town set in the middle of a vast farming plain, and it shows in the land listings. In Kairouan Nord, two markets sit side by side: the building plot, in a housing estate or on the edge of districts such as El Aghalba or Jeblia, and the farmland on the outskirts, with olive trees, vegetable crops or just a bare parcel. The buyers are not the same, and neither are the checks.
Listings are posted by owners, heirs and a few intermediaries, and you deal with them directly. Supply varies with the seasons. Searches for agricultural land for sale in Kairouan often spill over into the neighbouring rural delegations: all the land and farms for sale in Kairouan governorate are gathered on one page.
The building plot in town
The building plot is the first step for many Kairouan families. You buy it, wall it in, then build when savings allow. The most sought-after plots are those that already have a road, STEG electricity and a SONEDE water connection, or at least the promise of them soon. A plot in an approved estate, with a subdivision plan and an individual title, costs more than a parcel divided up informally, but it saves a lot of trouble.
Before any purchase, check with the municipality what the land is zoned for in the urban development plan: housing, public facilities or agriculture. Land zoned as agricultural does not allow you to build a town house, whatever the seller says. Also check the width of the street and the required setback, which determine the area you can actually build on.
Farmland and small farms
Around Kairouan, farming rests on olive trees, irrigated vegetables such as chilli peppers and tomatoes, and rain-fed cereals. Land with productive olive trees, a well or an authorised borehole and a track that is passable all year is worth clearly more than a bare parcel without water. Small farms with a house, a shed and a water tank attract people from Kairouan living elsewhere who want a weekend place and some extra income.
Water is the decisive question. The region's aquifer is heavily drawn on, and a new borehole needs authorisation from the regional agricultural administration, the CRDA. Ask whether the well or borehole is declared, how deep it is, what it yields in summer, and whether the water is fresh enough for irrigation. Land without guaranteed water is hard to value.
The farming calendar weighs on sales. An olive grove is best visited before the harvest, in autumn, when you can judge how heavily the trees are bearing and how well they are kept. Many owners prefer to sell after the picking, between late winter and spring, once the year's crop has been cashed in. For a vegetable plot, ask what was grown over the last seasons and whether the soil was treated or left fallow.
Land title, joint ownership and access
A good share of the governorate's farmland is held in joint ownership between heirs, and some of it is not yet registered. Insist on the land title or, failing that, a file of deeds checked by a lawyer or notary. Have a surveyor mark out the boundaries: old boundary stones are often disputed between neighbours.
Access matters as much as size. A landlocked plot, without a written right of way, can become unusable. Finally, check whether the parcel is affected by a road project or a protected area, which the municipality or the CRDA can tell you.
To compare with a house that is already built, especially if you are torn between building and buying, look at the houses for sale in Kairouan Nord. In many cases, an unfinished house on a large plot works out cheaper than bare land followed by a full build.
