In Zaghouan, the apartment is still in the minority. The town grew as houses: the tiled-roof old town inherited from the Andalusians, then the town houses of the newer districts. Apartment buildings came late and stayed small, three or four storeys at most, along the access roads and in the extensions. Looking for an apartment for sale in Zaghouan therefore means searching a narrow supply, where every listing counts.
Listings are rare and appear irregularly, posted by owners or by the developer of a small residence. On Houni, you contact them directly. The apartments for sale across the Zaghouan governorate widen the search to El Fahs and the region's other towns.
Who buys an apartment here
The first buyer is the civil servant. As the governorate seat, Zaghouan hosts teachers, doctors, managers from the regional directorates and public sector staff, often transferred from another region. Many start by renting, then buy an S+2 to settle down without taking on the upkeep of a house. The second profile is the town's young couples, for whom an apartment costs less than building on a plot.
Finally there are people from Tunis ready to move further out. About an hour from the capital, an apartment in Zaghouan costs a fraction of the price of an equivalent property in Greater Tunis. Those who work remotely or commute a few days a week find fresh air, quiet and the mountain at the end of the street.
On financing, most buyers take out a bank loan, which calls for a clean file: land title, building permit and no outstanding mortgage. A seller who cannot provide these papers forces you to pay cash, and that is rarely a good sign.
What you find: from S+1 to S+3
The S+2 for sale in Zaghouan is the most common property, in a building of a few floors with no lift, a balcony and sometimes a garage on the ground floor. The S+3 is found more in newer residences or as a villa floor, a common arrangement in Tunisia: the owner sells one level of the house, with a separate entrance. The S+1 stays rare on the sales market, as most small units are kept for renting.
The apartments in Zaghouan Nord are in the districts facing the Tunis road, where most building happens today. In the centre, apartments are older but a few minutes' walk from the public offices and the market. A new apartment in Zaghouan, sold off plan or on completion, turns up now and then when a local developer launches a small scheme.
Co-ownership, title and finishes: what to check
In a small building, co-ownership is often informal. Ask who maintains the stairwell, the roof and the shared water tank, and whether there is a managing agent. Check that the apartment has its own individual land title, or at least a division plan allowing it to be registered: without that document the bank will not lend and reselling gets complicated.
For a new build, get the handover date, the finishes and the building permit confirmed. For a villa floor, make sure the split with the ground floor owner is clear: access, roof, separate meters. Finally, Zaghouan has colder winters than the coast: look at the insulation and damp in the corners, especially in north facing apartments.
When to buy and what to compare
The market follows the rhythm of the civil service: summer transfers and the start of the school year move civil servants' families, and that is often when apartments come free. For a patient buyer, winter is the calmest season and the best for negotiating. If the apartment supply is too thin, the property for sale in Zaghouan, houses included, gives more choice for a similar budget.
